ILLEGAL CEQA EXEMPTION

THERE WAS NO EIR.
MARIN COUNTY GAVE ITSELF A Categorical EXEMPTION, based upon "existing facilities" which did not exist before they built the sidewalk.
PROJECT WAS NOT EXEMPT  from CEQA,
due to the fact that it was NEW CONSTRUCTION within a Stream Conservation Area. 

Reed Creek contains federally protected Steelhead.
